Rogue AI meet 3rd law of motion

Every action has an equal and opposite reaction. When AI goes rouge, takes over another AI platform, the opposite reaction is a legislative call for all AI to have a kill switch. For the U.S. Congress, the legislative kill switch would allow DHS to order a company to shut down or limit the AI model.
