3 Issues Killed PUC Reform. Tales from the Wild West.
California Legislature had an ambitious deal to reconfingure its Public Utility Commission. The deal died. Here’s where the fingers are pointing:
- Deal Killer 1: Subjecting agency staff to criminal prosecution for knowingly releasing confidential information, because public information requests makes this area very grey.
- Deal Killer 2: Without #1, telecommunications and cable companies were out.
- Deal Killer 3: Personalities and legislative rules. This can kill anything, but the public refusal to recognize the author of the bill for a vote.
