  • The state’s Department of Energy Resources to study the “feasibility of mobile battery storage systems if downed substations would need an emergency replacement”
  • the policy goal: “shave peak demand and lower distribution costs when not in use for emergency purposes.” 
  • utilities to file annual electric distribution system resiliency reports to DOER
