Senate Committee on Agrilcuture Water & Rural Affairs recommends:

• surface water permits: monitor for time, accurancy and transparency 
• align Groundwater District processes among districts to create similar pcrocesses across districts
  • Kolkhorst letter raises concerns of unique districts

Natural Resources recommends:

• Privately-funded pilot for water conservation awareness. “funding for the campaign’s development and execution is most appropriate from private sources at this time”

• Preserve the expedited decertification process of SB 573.
• State Funding for Water Availability Models
• Require the Texas Groundwater Protection Committee to develop well-plugging program  (water wells) through TDLR
• Rio Grande Water Repayment pass a “resolution calling on the federal government to amend the 1944 Treaty to require Mexico to commit to a firm water delivery schedule going forward”
