PUC Releases Texas Winterization Blue Print

What is happening? This week the Texas Public Utility Commission released its blue print to winterize electric facilities in Texas. The two phase process will begin with resolving known, acute issues and implementing the recommendations of the 2012 Quanta Report, a study commissioned by state regulators after another winter storm caused outages in Texas in February of 2011.

Why is this important? Phase 2 will include winterization requirements after a comprehensive weather study is completed by the Texas State Climatologist and ERCOT.

How will this be important? Whether market reforms enter the vernacular of the PUCT.
