What is happening? South Carolina will require utility securitization to occur only if it results in lower costs for consumers. SB 1077 ( 2022 | SC)

Why is this important? South Carolina looked to Texas, Florida, Lousiana, and North Carolina for securitization models. The Legislature got the buy-in of the utilities.

How will this be important? At a time where inflation is on top of mind, adding more costs to consumers isn’t a winning messaging strategy. Securitization is a financing tool that can substantially lower costs for customers compared with traditional storm recovery methods.
