How does a state pass voting reforms when statewide leadership is bipartisan?

What’s happening? PA Republicans looking for a way to implement voting regulations are opting to skip normal lawmaking and moving to constitutional amendments because the PA Gov. Wolff is a Democrat.

Why is this important? If the Legislature passes a constitutional proposition, the Governor has no authority over it.
