A Texas Association of Business Op-Ed in the San Antonio Express News offers 4 arguments to support local control over pension plans:

• The state is blocking local control
• The state is blocking local reforms to control pensions
• The state should make it easier for local governments to reform their own pension plans
• Its the state that is impacting local bond ratings because of state control over local pensions

By example, the City of Houston & the Houston Firefighters’ Relief & Retirement Fund:

• Could be enjoying financial benefits from their agreed to refroms
• But,  failure to get legislative approval in 2015 is causing financial implications
