What is happening? Which states have Rainy Day Fund surpluses and how are we measuring the surplus? is it by total value? Is it by how many days of operating expenses the fund can support?

Why is this important? If we look at the number of operating days a state’s Rainy Day Fund can support here is the breakdown:

North Dakota – 116

In contrast these are the states that can fund the least number of operating days:

How will this be important? Connecticut, Iowa and Georgia have maximum fund balances that allow excess funds to be redirected.
