How did the ban function?

• “each ordinance or regulation adopted”  would be reviewed
•  Department of Environmental Protection would do the review
• Then the ordinance would be reviewed by the Leader of the Senate & House
• The review would look at “data and conclusions” used in adopting local ordinances

Why? What was the Governor’s rational?

•  cities have not “frustrated any state policy”
• cities have not”harmed the state’s interest” by panning straws
