Sunset Commission reforms

CATO Institute has been studying Sunset Commissions. It has created a list of qualities that make an effective sunset review. Drum roll please, they support sunset processes that have:

Consistent review schedules; reviews that begin with the agency not continuing; professional review staff with audit capabilities; and that prefer focus over breadth. The top: Texas. The best of the rest: Maryland, Utah, and Pennsylvania.
