TPPF is working its way through the state budget’s articles identifying trends. Up this week- Article 3:

• Article 3 is up 59% while population + inflation was only up 555 since 2004-2005
• Article 3 general revenue spending is up 65% since 2004-2005
• Top 3 item increases in Article 3 for 2016-2017 are:
  • 34.8% increase for Higher Education Coordinating Board
  • 28.0% increase at Available Univeristy Fund
  • 25.4% increase for group insurance and retirement
• The 2016-2017 Article 3 budget is below population growth plus inflation
