Cities are changing downtown codes to make it easier for small artisanal manufacturers, often those with social impact purpose, to find spaces downtown. Cities like NYC, Nashville, Indianapolis, and Montgomery County, Md. are opening vacant storefronts and buildings to artisanal manufacturers.  Research shows that for every 1 percent increase in the entrepreneurship rate, the poverty rate decreases by 2 percent.
