Break Free From Plastic Pollution Act

Introduced by Sen. Tom Udall (D-N.M.) and Rep. Alan Lowenthal (D-Calif.)

The bill shifts costs of managing waste and recyclables from local and municipal governments to the producers of plastic materials.

Current issues with U.S. recycling: 

Many U.S. municipalities were shipping a large percentage of their recyclables abroad until 2018 when China changed its import policy on scrap materials. This coincided with increased public concern about ocean pollution and plastic waste.
