California’s proposed driverless car regulations prompted the following concerns:

  • elimination of language that holds the driverless car manufacturer liable for any crash its vehicle causes on a public road.
  • allow paying riders in test cars
  • rules should also cover the testing of freight trucks
  • rules should be expanded with protections for proprietary information
  • remove a requirement that data recorders collect information for at least five seconds after a collision with another vehicle or until the driverless car comes to a complete stop
  • authorize the testing of “heavy” vehicles that might carry freight or shuttle passengers
  • insurers question updated language that shifts the responsibility for vehicle software updates from the manufacturer to the owner.
