Los Angeles regulation of dockless bikes/scooters follows this path:

• cap that limits the number of vehicles companies can deploy in the city to 3,000
• if companies move into disadvantaged areas, then they can add 2500 more
• provide ridership data to the city
• companies have responsibility related to parking of the dockless bikes
