Permeable pavement and local flooding

We’ve been talking about innovations in permeable pavement. Remember the pavement that includes oyster shells? Cleveland, Kansas City, and California’s Orange County have dipped their toes into permeable pavement to comply with the US Environmental Protection Agency’s stormwater regulations.
