  •  Property tax bills are rising sharply, a greater burden on businesses & homeowners
  • Recapture keeps growing, accounting for more of overall funding.
  •  Strong economic growth and current funding formulas ensure continued increase in local share  & recapture 
  •  More school kids. especially low-income and other disadvantaged students, exert pressure on funding 
  •  Look forward. Consider the inherent volatility and their long-term ability to grow 
  •  Relative Local & State Shares. “State policymakers should weigh the establishment of a standard for the relative state and local shares of public school funding.”

States conetemplating creating state-run public bank to handle cannabis business accounts:

  • California
  • New Jersey
  • Colorado
  • Michigan 
  • Washington

A new report commissioned by California says a state run public bank will:

  • cost $35 million over 6 years to start up
  • federal regualtors will still need to approve wire transfers
  • profits would be likely for the state between 2050 and 2055

There are 2 successful state run pulic banks in the US:

  • In 1919 North Dakota created a public bank for loans to farmers
    In 2016 American Samoa did it after commercial banks stopped lending to the island
