What is happening? California has implemented a workforce development program entitled, ValleyBuild NOW, to incentivize women in the construction industry. NOW is Non-traditional Occupations for Women and will operate in 14 counties.
Why is this important? The workforce development program will prepare women for careers in construction and connect women with employment opportunities. Stipends will cover living expenses and help with transportation and childcare costs. The 2022-2023 state budget includes $15 million to support the Women in Construction Priority Program at the Department of Industrial Relations & $25 million to support apprenticeship programs that target women, non-binary and underserved populations entering building and construction trades.

Scandinavian criminologists have been invited to Pennsylvania to revamp a correctional institution into a Scandinavian style system which is said to focus on innovation, safety, community, proximity to nature, and transparency. This translates to single cells, inmates wearing their own clothes, cooking their own food, and correctional officers with university degrees and specialized training. Each day, residents (inmates) are expected to go to work, treatment or school, all within the prison.
Why does this matter? The recidivism rate in Norway is less than 50% and in Pennsylvania it is more than 70%. Hummm…. The Little Scandinavia project at the Pennsylvania correctional institution has been working, there have been no acts of violence. Reports have been that correctional officers also benefit from this system.

What is happening? Polling shows that the competing sports betting ballot propositions are headed to defeat. Voters who had seen ads were more opposed than voters who had not seen any ads.The propositions are polling at 27-31% favorability.
Why does this matter? California is a large sports betting market. There are two competing propositions, in a simplification one proposition is supported by sports betting entities and one by indigenous tribes. The indigenous tribe proposition is polling the highest.

Why does this matter? Busting quorums is a parliamentary tool whether it is as simple as walking out of a committee vote to take an “important phone call” or something similar.

In addition it received $200 M in infrastructure upgrades to roadways.
Why does this matter? One, Texas did not renew its state economic development program known as Chapter 313. Two, the company chose to take on environmental goals and requirements that include renewable power, and buildings that meet LEED Gold standards.

How will this be important? Safety first. Cannabis businesses expose themselves to unnecessary risks when traveling with large sums of cash.

Senator Hall’s question is summarized as “Whether an application for a certificate of limitation on appraised value under Tax Code chapter 313 must reflect that all qualifying criteria are met on the date the application is submitted or whether the criteria must be met before the certificate is issued”
How will this be important? At issue- the Comptroller’s application form. Does Chapter 313 “allow for required application components to be created after the application is submitted?”
What is happening? It is hot- record breaking hot. If you want to call it Climate Change or you want to call it nature, the practical implication of both is temperatures are high. States are creating programs and passing laws to increase access to air conditioning to stop people from dying of heat related issues.
Why is this important? Oregon passed a law that requires landlords to allow tenants to install portable air conditioners. If people can’t afford them., there is a program for that too. Other states are modifying their participation in the federal/state Low Income Home Energy Assistance Program to access air conditioners. Dallas, Texas, requires landlords to “provide, and maintain, in operating condition, refrigerated air equipment capable of maintaining a room temperature of at least 15 degrees cooler than the outside temperature, but in no event higher than 85 (degrees) Fahrenheit in each habitable room….”
How will this be important? It’s an issue that isn’t cooling. “Bills in California and Florida that would have gone further and mandated cooling requirements for apartments failed this session.”

What is happening? A graphic based on 2018 tax revenue data of the Institute of Taxation and Economic Policy is said to show that more Texans pay more taxes than Californians.
Why is this important? The supporters that say Texans pay more in taxes say that the bottom 20% pay 13% of tax revenue, the middle 60% of Texans, pay 9.7%, and the top 1% of texans pay 3.1%. In contrast, in California the bottom 20% pay 10.5%, thee middle 605 of Californians pay 9.7% and the top 1% of California’s pay 3.1%
How will this be important? A University of Texas at Austin School of Law Professor says that states with income taxes do more to lower inequality than Texas, which has no income tax.

What is happening? A bill in California, Senate Bill 519 (2022 | CA) that sought to decriminalize psychedelic mushrooms and the like has been amended to study the legalization/decriminalization of psychedelics.
Why is this important? A state likely to reach decriminalization early, isn’t jumping up and down to decriminalize your shrooms.

What is happening? According to the Atlantic Council’s Adrienne Arsht-Rockefeller Foundation Resilience Center the cost of extreme heat is $100 billion annually for the U.S. Highest losses are in Texas, Mississippi and Alabama.
Why is this important? Texas is expected to make up 1/3 of this cost as $30 billion is the estimated cost of outdoor work during extreme heat.
How will this be important? This hits construction workers and farm workers. Farmworkers are 35 times more likely to be killed by heat. Let’s not forget in Austin, TX a restaurant closed for the summer because the A/C couldn’t keep the kitchen cool enough for workers to work.
What is happening? This fall voters in Kansas will vote whether the Legislature has the power to review and overturn executive rule making. The Legislature says the point is to follow legislative intent. Opponents say it is to give the Legislature super powers (not in the way Super Man has super powers).
Why is this important? Legislatures wanting to reign in Gubernatorial powers took on new meaning during the pandemic, and Kansas will vote whether to go further.
How will this be important? This summer Kansas voters denied the Legislature power over abortion restrictions by keeping abortion protections in the Kansas constitution.

What is happening? The City of Boston is adding diversity equity and inclusion requirements to its economic development program.
Why is this important? The policy will require that ” applicants filing development projects over 20,000 square feet (SF) would be requested to submit plans to include economic participation, employment, and management roles for people of color, women, and certified Minority and Women Owned (M/WBE) Businesses within the scope of their project. “
How will this be important? Applicants will have to provide a DEI plan disclosure and “may also include initiatives undertaken by the project proponent to meet these goals within the context of the proposed project.”
What is happening? As of yesterday, August 10, 2022, Colorado has no sales tax on diapers and menstrual products.
Why is this important? On average families spend $15 per month on menstrual products and $75 per month per child for diapers. In total the tax relief will be $9 million annually.
How will this be important? The Colorado Governor touted the change as bipartisan and stressed that necessary items will no longer be taxed.
What is happening? People are saying pensions have had the worst year since 2008. Pension losses range from 7% to 10%
Why is this important? The stock market had historic gains in 2021. In the last year, the Stockmarket has lost 20% of its value. Experts say pensions are much healthier today than in 2008 and thus won’t impact government budgets.
How will this be important? Losses not as big at the big pensions. CALPERS loss for the last year was 6.1% and CALSTRS was 1.3%.

What is happening? Florida Governor Ron DeSantis announced legislation to target “woke capitalism” taking a page from the book of other statewide elected officials.

DeSantis target is to “prohibit big banks, credit card companies and money transmitters from discriminating against customers for their religious, political or social beliefs.” At a news conference he announced state pensions should stop making investment decisions based on environmental or sustainability issues.

What is happening? The treasurer of West Virginia announced that Goldman Sachs, JPMorgan, BlackRock, Morgan Stanley and Wells Fargo are banned from doing business with the state because they had stopped supporting the coal industry.

What is happening? Montana is the 12th state to adopt recreational marijuana use. In lieu of a multi tiered tax system like in California, Montana opted for a single sales tax and placed no taxes on growing or distribution.
Why is this important? Montana isn’t a sales tax fan, but they did pass a 20% sales tax on recreational marijuana and an optional additional 3% that local governments can levy.

How will this be important? Local governments in New Jersey are looking forward to the local portion of the cannabis excise tax and the local sales tax revenue from those who travel to the 13 locations for purchase.

What is happening? The Institute on Taxation and Economic Policy says revenues from legal marijuana sales, state-level cannabis excise taxes totaled $2.9 billion in 2021, compared to about $2.4 billion from similar taxes on alcohol, or profits from state liquor stores.
Why is this important? Alcohol revenue proponents say they are the larger industry and when you consider all their taxation levels, their revenue is greater. However, marijuana revenue is seeing larger increases in revenue, such as the 33% increase in revenue in the two previous years.
How will this be important? While both cannabis and alcohol are sin taxes, the largest source for sin tax revenue remains tobacco. To compare the same states that have 2021 cannabis excise taxes, those same 11 generated tobacco revenue of $5.9 billion over the same time period.
What is happening? The non-profit, Heartland Forward, ranks local governments based on being “more resilient and moving toward better economic futures”
Why is this important? There’s a top 25. Roughly 1/2 are from small states- UT, ID, OR, AR, NV and NC. So how do the large population states fall?
How will this be important? The magic combo of characteristics for resilient cities is “mix of technology jobs, outdoor recreational activities, cultural amenities and a university and state capitol,”
What is happening? The Great Resignation has entered the land of elected officials. Young lawmakers are more apt to leave because of low pay, exhaustion, and shifting of priorities thanks to the pandemic. This can be seen in the numbers of retirements in CA, MN and TX Legislatures.
Why is this important? It is a function of politics that has grown angrier, more intent on bullying, and resulting in a higher number of elected official who burnout.
How will this be important? It is said the retirement of young elected officials means that there will be more wealthy elected officials and thus will be detrimental to the number of women and people of color who serve.

Xm maintained that since XM had little equipment and little producing of shows in Texas, that it could only be taxed for that which was created in Texas. Why is this important? The Supreme Court agreed with XM and found that “In sum, Sirius has little personnel or equipment in Texas that performs the radio production and transmission services for which its customers pay monthly subscription fees. The court of appeals’ decision apportioning to Texas all of Sirius’s receipts from Texas subscribers must be reversed.”
How will this be important? It may foreshadow how the TX Supreme Court rules on taxing streaming services.

Those grants average $4,600 per year; families must make below 300 percent of the poverty level, or $79,500 for a family of four, to qualify for them.
Why is this important? As of March 1, 2022, 1,800 had enrolled into the education savings accounts. 204 of those were in public school before moving to private school Leaving nearly 1600 vouchers being given to students already in private school or being home schooled.
How will this be important? 0.13% of all New Hampshire public school students have left to private school under the state’s voucher/education savings account program.
What is happening? Mercatus Center at George Mason University estimates that states and cities spend an estimated $100 billion every year with no return on that investment.

How will this be important? 18 states have proposed a multistate compact to stop economic development funding.
